PHOENIX - Deputies rescued two horses that were starving and neglected at a home in the north valley.
Investigators found the animals in pretty bad shape on Saturday near Desert Hills and 9th street, in the New River area.
Deputies say an adult female horse was emaciated, had sores, and patches of hair loss. Her 6-month-old baby suffered from malnutrition.
They had no food or water, and there was no one in sight to care for them.
"Her udder when she arrived, she had nothing in the left half of her udder, and her right had a couple of drops, but she essentially had no milk left," said Dr. Talia Alexander of the Durango Equine Vet Clinic.
"Couple more weeks and mom for sure would not have been there."
Deputies arrested Ariel Moreno Romo Thursday on a felony count of animal cruelty and other charges.
He told them he left for Mexico on Friday, claimed he fed the horses every day, and that they were only left unattended for one day.
"It's not possible. The state of the mare, it would've taken several weeks to get to this point. Could've been six weeks... it just depends if he feed her a little or not at all."
The animals are being nursed back to health at Durango Equine Vet Clinic. They are being fed every two hours and the foal is getting supplements to counter any possible nutritional deficiencies.
They will go up for adoption once they are doing better.
Romo is a legal resident of the U.S.
